Thus God is a common light and a common splendour, enlightening heaven and earth, and every man, each according to his need and worth

John of Ruysbroeck

The Adornment of the Spiritual Marriage, Prologue (tr. Wynschenk Dom, ed. Evelyn Underhill, 1916), page 6

Ruysbroeck does not say the light chooses. He says it is common — one light, falling on heaven and earth and on every person, and what differs is only what each one needs and can hold. Nothing is measured out, and nothing is withheld. The same light meets each traveller at whatever level of the journey they are standing on.
